The “unwinding” of the continuous coverage requirement that was in place during the COVID-19 public health emergency (PHE), and the impact on children with Medicaid or Children’s Health Insurance Program (CHIP) coverage has focused attention on the importance of stable coverage. A new federal provision requiring 12-months of continuous coverage for kids was effective January 1 but a growing number of states are adopting additional protections, particularly for young children. Multi-year continuous enrollment (CE) for children during their pre-school years — particularly if combined with other reforms in the delivery of children’s care — can be a game-changer for children, improving well-being, outcomes, and equity.
