How Can States Leverage Waivers to Combat the Opioid Epidemic?

States are leveraging Medicaid waivers as part of their response to the opioid epidemic. Through Section 1115 demonstrations, states are using federal Medicaid funding to provide care to individuals residing in institutions for mental diseases (IMD) and to expand substance use disorder benefits. The Robert Wood Johnson Foundation’s State Health & Value Strategies program, together with technical assistance experts from Manatt Health, hosted a webinar to discuss federal requirements and state considerations associated with securing these waivers. The Robert Wood Johnson Foundation’s State Health & Value Strategies program and Manatt Health were joined by leadership from the New Jersey Department of Human Services, which received approval of its IMD waiver in October 2017 and is now in the implementation phase.
