Senior Republican Lawyer Gregg Nunziata to Focus on Public Policy Guidance, Regulatory Counsel and Investigations
Manatt, Phelps & Phillips LLP today announced that Gregg T. Nunziata has joined the firm’s Washington, D.C., office as a partner in the firm’s federal regulatory and government practice.
Nunziata brings a broad range of public policy experience to Manatt, having held senior Republican counsel appointments as well as private sector positions earlier in his career. Most recently, he served as primary legal counsel and senior policy advisor to Sen. Marco Rubio (R-Fla.), including during the senator’s presidential and Senate re-election campaigns. In addition to his work as a Washington attorney, Nunziata is an experienced Big Law litigator and consultant and is the co-founder of a policy-tech startup. Skilled in both the public and private sectors, Nunziata will provide clients with critical guidance pertaining to shifts in public policy and legislative issues, as well as strategic counsel with regard to responding to government inquiries.
“Gregg is well-trusted and highly respected in Washington, having provided important policy and political advice to key officials in the Senate, the administration and beyond,” said Jack Quinn, chair of the firm’s federal regulatory and government practice. “These legal, policy and political experiences, along with his Republican credentials, will significantly enhance our ability to provide very real value to clients seeking federal solutions to critical challenges. We’re excited to welcome Gregg to the firm as a key building block in our expanding federal practice.”
While serving as Sen. Rubio’s general counsel, Nunziata drafted legislation and provided strategic guidance on a wide range of policy matters, with a strong emphasis on legal policy and complex constitutional issues. A former chief nominations counsel to the Senate Judiciary Committee, he has played a leading role in the Senate confirmation of dozens of judicial and executive nominations, including Chief Justice John Roberts, Associate Justice Samuel Alito, and Attorney General Michael Mukasey. He also worked as judiciary and homeland security policy counsel to then-Policy Committee Chairman Sen. John Thune, where he advised Senate Republicans through the passage of the America Invents Act, the most significant piece of patent reform legislation in half a century. Earlier, he served as special assistant to Secretary of Labor R. Alexander Acosta when he was assistant attorney general for civil rights.
In the private sector, Nunziata recently co-founded a startup-stage public policy technology company, in which he handles strategic issues in areas ranging from financing to product development and marketing. He has also served as the senior director for The Advisory Board Company, where he counseled healthcare CEOs, senior executives and boards of directors on strategies to respond to public policy changes. Earlier in his career, as a lawyer at an international law firm, Nunziata defended corporations in the pharmaceutical and biotechnology spaces in high-profile litigation related to product liability, consumer fraud, government investigations and securities fraud.
“With its prominent reputation in Washington and deep industry expertise, Manatt provides an ideal platform to build my practice,” said Nunziata. “The firm’s unique resources in strategic consulting, in addition to its sophisticated legal platform, truly differentiate it from others. I’m very enthusiastic about the opportunities that Manatt presents and am excited to be collaborating with Jack Quinn and all my new colleagues.”
Nunziata earned his B.A. from Georgetown University, his J.D. from the University of Chicago Law School and his MBA from The Wharton School, University of Pennsylvania.
“Gregg has developed substantive expertise in healthcare, immigration and intellectual property—all of which will remain at the top of Washington’s policy agenda in the coming years,” said Douglas C. Boggs, partner in the firm’s Washington, D.C., office. “His keen ear for messaging and his ability to work across policy specialties will continue to deepen our firm’s capability to counsel and guide clients through complex regulatory issues.”
