Manatt Deepens Healthcare Regulatory Capabilities in New York

Randi Seigel Brings Extensive Compliance and Privacy Experience to National Healthcare Team.

Manatt announced today that Randi E. Seigel has joined the New York City office as counsel in the firm’s Healthcare practice. Seigel previously served as vice president of compliance and regulatory affairs at the Visiting Nurse Service of New York, the largest not-for-profit home healthcare agency in the United States.

Seigel has significant experience implementing and assessing progress on areas of regulatory exposure for healthcare organizations. Serving as the head compliance and privacy officer for VNSNY’s family of subsidiaries and affiliates, Seigel spearheaded a comprehensive enterprise-wide compliance program that addressed specific legal requirements and potential risk areas and oversaw the self-disclosure process. She also regularly advised VNSNY, which collectively employs 16,000 people, on regulatory constraints and risks associated with strategic objectives and reorganizations, such as hospital partnerships and ACOs, marketing, delegation of health plan activities, consolidations, and home health service delivery.

Prior to her most recent role at VNSNY, Seigel served as the organization’s associate general counsel, in which she provided day-to-day legal and regulatory guidance on a variety of matters, including HIPAA, the Family Health Care Decision Act, Medicare and NYS CoPs, the Affordable Care Act, and the Medicare Advantage marketing, delegated entity and compliance program requirements.

She began her legal career in private practice, representing hospitals, home health agencies, physician practices, pharmacies and FQHCs in corporate and regulatory compliance, including Medicaid and Medicare billing, reimbursement, audits, investigations, and fraud and abuse concerns; state and federal licensure issues; and voluntary disclosures to federal and state agencies.

Seigel’s addition follows Manatt’s announcement that Cindy Mann, former deputy administrator of the Center for Medicare & Medicaid Services and director of the Center for Medicaid and CHIP Services, will join the firm in Washington, D.C., on April 13.
