Enrollment Interface is Supported by CMS, Carriers, but May Not Be Ready Until 2016

AISHealth interviewed Manatt's Joel Ario, a managing director with Manatt Health, for an article on the yet-to-be-built technology that could create a seamless consumer shopping experience on the federal health exchange and boost enrollment by providing consumers with multiple points of entry.

AISHealth reports that last year CMS's Center for Consumer Information and Insurance Oversight (CCIIO) began to consider Eligibility Verification as a Service (EVaaS), which would let consumers find coverage and apply for subsidies through websites run by insurance carriers and WBEs. Behind the scenes, the EVaaS interface would connect to HealthCare.gov and determine subsidy eligibility without redirecting the consumer to the federal portal.

If EVaaS had been available last year, technology glitches that derailed HealthCare.gov might have prompted consumers to enroll in coverage through websites operated by carriers and WBEs, said Ario. "CCIIO didn't have the time or resources to make it work because they were focused on HealthCare.gov."
