National Roadmap on State-Level Efforts to End the Nation’s Drug Overdose Epidemic


How Can Mental Health and Substance Use Disorder (SUD) Parity Laws Help Battle the Overdose Epidemic? Learn the Answers—and Catch Up on the Most Recent State and Federal Developments—at a New Webinar from the AMA and Manatt.

The American Medical Association (AMA) and Manatt Health partnered to create the “National Roadmap on State-Level Efforts to End the Nation’s Drug Overdose Epidemic”—a new policy roadmap for 2021 that highlights state progress over the past year and identifies effective state-based policy solutions to combat the drug overdose epidemic. Building on our 2019 policy recommendations, the roadmap includes summaries of what states have done to combat the epidemic and where more action is needed in the coming year.

Now, in a new webinar, the AMA and Manatt bring together a panel of experts to share recent developments on one of the most crucial issues highlighted in the roadmap—the increasing oversight and enforcement of mental health and SUD parity laws, including the prospective evaluation of payer compliance. This webinar is the first in a series of 2021 programs that will provide in-depth analyses and best-practice recommendations to guide states in effectively combatting the drug overdose epidemic. Key topics that will be covered include:

  • New provisions in the COVID-19 relief package that expand enforcement of self-insured plans and require insurers to meet strict timelines for documenting compliance with the non-quantitative treatment limitation (NQTL) requirements of the Mental Health Parity and Addiction Equity Act (MHPAEA).  
  • New model legislation from The Kennedy Forum to help bolster state parity efforts.
  • The 2021 agenda for the National Association of Insurance Commissioners’ (NAIC’s) parity working group and how it will support state implementation of the new federal requirements as well as other similar new state laws.
  • The latest news on market conduct examinations conducted by state departments of insurance (DOIs) to measure compliance with parity laws.

The program will provide key insights for state insurance commissioners, Medicaid officials, governors, legislators, attorneys general, and other policymakers and stakeholders.
