In an effort to protect the health and well-being of all Californians, Governor Gavin Newsom issued Executive Order N-33-20 (Order) directing all Californians to stay home to slow the spread of COVID-19. Roughly 25 percent of all Californians were already under some form of “shelter in place” order from a local government before Newsom issued his statewide Order.
The Order was widely expected after Newsom advised President Trump that as many as 25 million Californians may be infected in the coming weeks and extreme measures must be taken to combat the spread of COVID-19.
In an address to the state after issuing the Order, Newsom said he hopes not to have to enforce it. “I don’t believe the people of California need to be told through law enforcement to home isolate [to] protect themselves,” he said.
The Order specifies that 16 critical infrastructure sectors identified by the U.S. Department of Homeland Security may continue operations because of their significance to the health and well-being of all Californians:

2. Commercial Facilities Sector
3. Communications Sector
4. Critical Manufacturing Sector
5. Dams Sector
6. Defense Industrial Base Sector
7. Emergency Services Sector
8. Energy Sector
9. Financial Services Sector
10. Food and Agriculture Sector
11. Government Facilities Sector
12. Healthcare and Public Health Sector
13. Information Technology Sector
14. Nuclear Reactors, Materials and Waste Sector
15. Transportation Systems Sector
16. Water and Wastewater Systems Sector
The Order took effect immediately and will remain in effect until further notice.
