Manatt Entertainment’s transactions and finance practice leader Jordan Bromley spoke with Billboard on the difficulties that freelance musicians are facing in receiving Pandemic Unemployment Assistance, Paycheck Protection Program and other forms of relief under the CARES Act amid the COVID-19 pandemic. In the article, Bromley noted that these difficulties are due to the way the legislation itself was written, saying, “[the CARES Act legislation] says that you have to either not qualify for your state UI or have exhausted your state UI, so the state's hands are tied there." Bromley added that states “can't do anything until we fix it legislatively."
