Manatt Energy and Environmental leader Craig Moyer spoke with Law360 about the U.S. Environmental Protection Agency’s proposed sanctions against California for failing to craft adequate pollution control plans. In the article, Moyer calls the threat “more vindictive than substantive” and notes that he doesn’t “think it'll have any real substantive effect. I do not see this leading anywhere in the future to actual Clean Air Act sanctions.”
