Manatt’s Chiquita Brooks-LaSure, a managing director with Manatt Health, was quoted by Healthcare Dive in an article focused on how instability in Affordable Care Act exchanges could impact healthcare in 2018.

According to the publication, a variety of actions and threats—including the end of cost-sharing reduction payments to insurers and cutting the open enrollment period for ACA plans—have resulted in payers exiting the exchanges or proposing premium increases of more than 20 percent.

Brooks-LaSure explained that insurers care less about specific rules and regulations than not knowing what to expect because when they know the market, they can price bad risk and design products. “Uncertainty has caused a lot of insurers to say (the exchanges are) too volatile,” she said.
