How States Can Use Medicaid to Address Housing Costs

Manatt Health Director Dori Reyneri authored an article for Shelterforce on how new federal policy is expanding state options to use Medicaid dollars to address housing-related needs for individuals facing homelessness and housing insecurity.

In the article, Reyneri described how states now have increased flexibility to use Medicaid 1115 waivers and “in lieu of services” authority to support housing services that improve health outcomes for Medicaid enrollees. “This intersection of health care and housing, and the administration’s recent guidance that expands Medicaid’s potential to address housing insecurity, create a new opportunity for alignment at the federal, state, and local levels across health and housing service organizations to improve the lives of those experiencing housing instability,” she wrote.
